Description | The Centre for Equitable Library Access (CELA) is a free service for print disabled library customers of the Okanagan Regional Library which allows books, magazines and other material to be sent to one's home, computer or electronic device free of charge. In order to join CELA, one must go to the Okanagan Regional Library to be set up with a print disabled library card, which automatically registers the person with CELA.
